The avoiding tickets by removing your plate trick has been around for a while. The theory is that the parking cop will be lazy and not bother writing a ticket since it will involve extra work without the plate.
However, it seems that the NYPD has caught on to this tactic and may tow bikes without plates. For your bike to be on the road is much have a plate.
So removing the plate may still work in a lot of cases in avoiding tickets, you can up far worse as well by having your bike towed.
